Project objective

Labor market integration of third-country nationals

The project aims to promote the labour market integration of third-country nationals in selected regions in Germany that are characterised by an increased negative attitude towards migrants.

The target group is local companies and their environment as well as migrants with access to the labour market. The focus is on the implementation of dialogue formats in order to promote a better understanding of and communication with one another within the target group, which should subsequently lead to an improvement in recruitment indicators.

As an indirect consequence, the improvement of the attitude index should promote the labour market integration of migrants and, overall, equal opportunities and exchange between third-country nationals and the host society.

This project is to be scientifically monitored and evaluated on the basis of a randomised study.

Project measures

Dialogue formats between the following groups of participants are initiated and implemented together with a foundation and local stakeholders under the heading of employer and migrant dialogues:

  • Employers and their organisations
  • migrants, migrant organisations and the diaspora.

In particular, local companies with representatives from the group of decision-makers (management, department heads, HR managers) and employees from administration and production as well as the migrant population with access to the labour market are to be invited. The dialogue groups can comprise up to approx. 50 participants.

In organisational terms, the dialogues should take place at regional level in selected districts and/or cities and municipalities. With regard to the intended effects, the successful recruitment and selection of participants is a decisive factor.

The research centre conducts a rigorous impact evaluation of the project in order to gain evidence-based insights into the effects of the project. The dialogue participants are surveyed both before the dialogue and at several points in time (e.g. directly after the dialogue and one year later) about their opinions, attitudes and changes in the workplace or their work situation:

  • For employers, the focus is on questions about experiences in the recruitment process and the employment of migrants.
  • For the migrants who participated in the dialogue, the focus is on their success in the labour market and their experiences, opinions and attitudes.

In order to rigorously evaluate the impact, a control group is needed to serve as a comparison group that also completes the questionnaire three times but does not participate in the dialogue.
